Vice President, People & Culture

About the role

The Vice President, People & Culture leads C3 Industries' enterprise Human Resources function across its multi‑state cannabis retail portfolio, cultivation facilities, and corporate operations. This senior partner works directly with executive leadership to design scalable people strategies that support rapid growth and operational excellence.

Key responsibilities

• Develop and execute enterprise‑wide HR strategies covering workforce planning, benefits, compensation, talent acquisition, labor relations, and compliance.
• Lead the HR operating model, standardize processes, drive automation, and ensure data governance across HRIS platforms.
• Oversee multi‑state compliance, audit readiness, and policy enforcement while managing union negotiations and collective bargaining.
• Build executive‑level workforce dashboards for turnover, hiring velocity, labor costs, engagement, and compliance risk.
• Manage the HR budget, align initiatives with financial targets, and coach a high‑performing HR leadership team.

Required profile

• Bachelor’s degree in HR, Business or related field; advanced degree or HR certification (PHR, SPHR) strongly preferred.
• 10+ years progressive HR experience with at least 5 years in senior leadership roles, preferably in a multi‑state retail environment.
• Proven experience in union negotiations, benefits cost management, and compensation strategy design.
• Strong financial acumen and ability to align HR initiatives with EBITDA and operational goals.
