Senior Technical Business Analyst – Legacy Modernization
arielpartners · Brooklyn
Job description
About the role
Ariel Partners is hiring a Senior Technical Business Analyst for a 100% on-site position in Brooklyn, serving as the single point of convergence between a decades-old ACCIS legacy ecosystem and several concurrent modernization, compliance and stabilization initiatives. The role combines business analysis, systems analysis, functional architecture, testing lead and institutional knowledge of subsidized childcare systems at municipal and state scale.
Key responsibilities
- Analyse the legacy ACCIS platform, including undocumented PowerBuilder code, embedded business rules, eligibility thresholds and payment calculations, and reconstruct its behaviour from source code, database objects, triggers, stored procedures, batch jobs and historical defects.
- Document the system exhaustively, covering intended and emergent behaviours and edge cases.
- Create, modify and debug SQL queries and database objects, and troubleshoot modernization components (.NET Core services, REST APIs, Angular) to match legacy logic.
- Write granular business, functional, non-functional and technical requirements, translating regulatory and policy language into enforceable rules, and validate them against live production.
- Ensure regulatory compliance, audit readiness and policy fidelity while meeting tight delivery schedules, and coordinate QA and UAT so that legacy and modernized platforms produce identical results.
- Validate high-risk scenarios around payments, retroactive adjustments, recoupments and eligibility, and report on risks, dependencies and technical debt.
Required profile
- 6+ years of hands-on PowerBuilder (client/server, object-oriented, event-driven) and IBM Informix (SQL, stored procedures, triggers, batch processing).
- 6+ years interpreting legacy financial, eligibility and payment logic embedded in application code.
- 6+ years with subsidized childcare systems or similar public assistance programmes at municipal or state level, including eligibility, provider payments, enrollment and audits.
- 5+ years with .NET Core, REST APIs and Angular; 4+ years with IBM MQ or equivalent messaging platforms.
- 6+ years using JIRA and Azure DevOps, and 6+ years combining business analysis, development support, testing coordination and stakeholder management.
- Preferred: prior ACCIS or equivalent legacy childcare platform experience, and comfort working with minimal documentation and incomplete records.
Required skills
- PowerBuilder, IBM Informix, SQL.NET Core, REST APIs, Angular
- JIRA, Azure DevOps, Balsamiq, MS Visio, MS Excel, MS Word, Adobe Pro, Postman
