Senior Project Manager - Scrum Master (GSA Contract)

About the role

Global InfoTek is looking for a Project Manager / Scrum Master to oversee day-to-day execution, agile facilitation and project administration for development or operational test teams supporting a GSA contract. The role is a dual-hatted leadership position focused on meeting sprint goals, clearing team blockers and managing local project metrics, working closely with development teams while maintaining compliance with project governance.

Key responsibilities

• Lead daily stand-ups, sprint planning, backlog refinement and retrospective ceremonies for assigned Agile teams.
• Identify and clear operational blockers that impede the development team's progress and velocity.
• Track project-level budgets, maintain the Work Breakdown Structure (WBS) and ensure timely submission of Contract Data Requirements List (CDRL) deliverables.
• Monitor and report agile metrics such as sprint velocity, burndown charts and capacity planning.
• Ensure tickets, workflows and documentation stay accurate in Jira/Confluence.
• Implement Agile practices suited to sprint requirements and team dynamics, and communicate progress and issues to technical leads and stakeholders.

Required profile

• 7-10 years of experience; education may be considered in place of the degree requirement.
• Bachelor's degree, master's degree preferred.
• Clearance level: Secret or higher; U.S. citizenship required.
• Experience as a Scrum Master, Project Manager or in related team-facilitation roles.

Required skills

• Strong practical knowledge of Agile ceremonies and sprint cadence management.
• Experience tracking budgets, schedules and deliverables at team level.
• Familiarity with Jira and Confluence.
• Demonstrated hands-on experience in Agile delivery models (Scrum, Kanban, SAFe) and a DevSecOps framework.
• Desired: backlog management, user story creation, CI/CD pipelines, cyber operations or operational testing workflows.
• Preferred certifications: CSM, A-CSM, PMP, CSPO or PMI-ACP.
