Proposal Writer for Federal Government Contracts

About the role

CMT Services, Inc. is seeking an experienced Proposal Writer to create and revise proposals for federal, state, local, and utility contracts. This full‑time, onsite position is based in Hyattsville, MD and reports to the capture manager.

Key responsibilities

• Create, write, and revise proposals and related materials such as RFPs, RFIs, task orders, and PowerPoint presentations.
• Perform edits to ensure a consistent tone and flow across all proposal sections.
• Manage smaller proposals, including pre‑proposal planning, compliance oversight, and coordination of reviews.
• Write technical, management, resume, and past‑performance sections as needed.
• Collaborate with capture managers, subject‑matter experts, and solution architects to ensure accuracy and win strategies.
• Maintain the company’s technical library.

Required profile

• At least 5 years of proposal writing experience for government and utility contracts.
• Strong understanding of RFP/RFQ compliance requirements.
• Excellent organizational, written, and verbal communication skills.
• Ability to work efficiently under multiple deadlines and changing priorities.
• Dynamic interpersonal skills for interaction at all management levels.

Required skills

• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
