Municipal Utility Worker II – Cross Connection (Water Quality Specialist)

About the role

The City of Keizer seeks a Municipal Utility Worker II to serve as a Water Quality Specialist, protecting drinking water quality and public health through cross‑connection control and water sampling.

Key responsibilities

• Coordinate and implement the Cross Connection Program in compliance with federal, state and local regulations.
• Conduct surveys and inspections of businesses and residences to identify and eliminate cross‑connection risks.
• Inspect, track, and maintain records for backflow assemblies, ensuring proper installation and operation.
• Manage customer notifications, test reminders, compliance documentation and database records.
• Collect routine water samples following Oregon Health Authority protocols.

Required profile

• High school diploma or equivalent.
• Three years of full‑time experience in water, sewer, stormwater or related construction fields.
• Valid Oregon driver’s license and residence within a 35‑minute drive to City shops.
• OHA Cross Connection Specialist Certification, OHA Water Distribution I Certification, and NIMS IS 100, 200 and 700 certifications.

Required skills

• Cross‑connection control practices and backflow assembly knowledge.
• Water sampling techniques per OHA protocols.
• Use of cross‑connection tracking software and Microsoft Office.
• Understanding of relevant regulatory compliance.
