Executive II, Testing Contractor Compliance Officer

About the role

The Bureau of Air of the Illinois Environmental Protection Agency (IEPA) is seeking an Executive II, Testing Contractor Compliance Officer, based in Des Plaines, IL. The position represents the IEPA and Bureau of Air at various levels, explaining policies to state, federal and local governments, industry, contractors, public interest groups and the public, and helps develop policies, standards and procedural guidelines for the State of Illinois. The role is full time, salaried, with an anticipated starting salary of $6,820 per month.

Key responsibilities

• Under direction, confer with the Bureau of Air/Air Pollution Control, Vehicle Inspection and Maintenance (VIM) Section Manager on all aspects of Testing Contractor services.
• Take part in VIM compliance audit processes.
• Perform complex, specialized support for the state-wide Vehicle Inspection and Maintenance (VIM) program and its design.
• Discuss new and existing program initiatives with the VIM Section Manager.
• Carry out other duties as required or assigned within the scope of the role.

Required profile

• Knowledge, skill and mental development equivalent to four years of college, preferably with coursework in business or public administration.
• Two years of responsible administrative experience in a public or business organization, or completion of an agency-approved professional management training program.
• Ability to pass a name-based background check, to travel, and to hold a valid driver's license.
• Applicants must be authorized to work in the United States on a full-time basis; the position is open to bilingual candidates.

Preferred qualifications

• At least two years of experience designing and implementing vehicle emission testing programs.
• At least two years of experience designing and overseeing training and auditing in vehicle emissions testing programs.
• At least two years of experience interpreting and applying vehicle emissions testing rules, standards and procedures.
• At least two years of experience developing or evaluating contractor proposals for vehicle emission testing programs.
• At least two years of experience designing and overseeing acceptance testing in vehicle emissions testing programs.
• Ability to handle the general public in stressful situations and to manage several projects at once.

Conditions of employment

• Hybrid work schedule, reporting to headquarters in Des Plaines as needed depending on operational need.
• Work hours 8:30 am to 5:00 pm, Monday to Friday, with a one-hour lunch.
• Revolving door restrictions apply: non-state employment during or within one year after state employment requires notification of the Office of the Executive Inspector General and a determination.
