Director of Capture Management and Proposal Development

About the role

Competitive Range (CRS) seeks a senior executive to lead Capture Management and Proposal Development, advising senior leadership and driving high‑value federal pursuits from identification through award.

Key responsibilities

• Develop and execute capture strategies for top‑value opportunities, including qualification, bid/no‑bid recommendations, and win‑strategy sessions.
• Direct the full proposal lifecycle, establishing schedules, compliance plans, and review processes to deliver compelling, compliant submissions.
• Serve as a trusted growth advisor to the CEO, shaping pursuit prioritization, pricing strategy, and long‑term roadmap.
• Collaborate with Business Development, Contracts, Pricing, Program Management, and Finance to build a robust opportunity pipeline and strategic partner relationships.

Required profile

• 20+ years progressive experience in federal government contracting, with 15+ years leading capture and proposal efforts for DoD or Federal Civilian agencies.
• Proven success winning complex, high‑value task orders on IDIQs, GWACs, OASIS, Alliant, CIO‑SP3/4, Polaris, GSA MAS, and 8(a) STARS.
• Strong understanding of FAR‑based acquisitions and federal procurement processes.
• Excellent executive communication, presentation, negotiation, and leadership abilities.
