Talent Development & People Programs Manager

About the role

Reporting to the Director of Talent Development & People Programs, this manager leads enterprise onboarding and learning experience design at Rowan Digital Infrastructure. The role shapes end‑to‑end onboarding strategy, creates engaging new‑hire experiences, and designs impactful development solutions across the talent portfolio.

Key responsibilities

• Own and continuously improve Rowan's enterprise onboarding strategy, defining success metrics, governance, and a scalable framework through Day 90.
• Design, develop, and curate high‑quality learning content and experiences, applying adult learning, behavioral science, and modern design principles.
• Lead project plans from concept to implementation, coordinating resources, suppliers, and communications to achieve desired outcomes.
• Partner with People Operations on LMS/LXP requirements, content governance, and platform configuration.
• Use AI‑enabled tools to accelerate development cycles, personalize learning, and maintain quality at scale.

Required profile

• Bachelor's degree in Learning & Development, Instructional Design, Organizational Development, Human Resources, or related field.
• 5+ years progressive experience in learning and development, instructional design, or learning experience design.
• Proven experience designing end‑to‑end onboarding programs or major employee lifecycle initiatives.
• Strong consulting and stakeholder‑management skills with ability to diagnose learning needs.
