Senior Counsel – Litigation, Regulatory Advocacy & Policy

About the role

Rover is seeking a strategic and creative Senior Counsel to lead complex litigation, arbitration, and regulatory matters while partnering with its Government Affairs team on policy advocacy. This hybrid role blends courtroom expertise with public policy engagement to protect and advance Rover’s interests across the United States and internationally.

Key responsibilities

• Own end‑to‑end litigation and arbitration matters, from pre‑litigation strategy through discovery, motions, and resolution.
• Manage and collaborate with outside counsel, ensuring alignment with Rover’s business values and efficiency standards.
• Provide legal analysis on emerging legislative and regulatory developments.
• Support Government Affairs in engagements with lawmakers, regulators, and policy stakeholders.
• Develop creative, practical solutions for high‑stakes legal issues while keeping internal stakeholders informed.

Required profile

• Seasoned litigator with a proven track record of handling high‑complexity cases.
• Strong strategic thinking and ability to make sound judgments under pressure.
• Excellent communication skills for building relationships with external counsel and policymakers.
• Experience partnering with government affairs or public policy teams is a plus.
