Project Manager - ILAB Monitoring, Evaluation and Data Services

About the role

i-APS is recruiting a Project Manager (key personnel) for a planned U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) requirement for on-demand monitoring, evaluation and data services. The services assess and report on the effectiveness and outcomes of ILAB-funded technical assistance projects. The contract is expected to have a 12-month base period and four 12-month option periods, covering Africa, Asia, the Middle East, Europe, the Americas and the Caribbean. This is a full-time, US-based position requiring authorization to work in the United States.

Key responsibilities

• Ensure all deliverables are of the highest quality, completed on time and within budget
• Manage workflow across specialists, subcontractors and other contributors
• Act with full authority on all contract matters and identify problems and recommend resolutions
• Provide quality control, plan and assign tasks to the evaluation team, and review work and reports
• Serve as liaison between the COR and the evaluation team and as key contact for each evaluation
• Prepare and implement the staffing plan, project plan and quality control standards
• Prepare and submit monthly progress reports and final deliverables
• Be available 9:00 a.m. to 5:30 p.m. EST, Monday to Friday, and during early mornings, evenings and weekends while fieldwork is underway

Required profile

• Authorization to work in the United States
• Bachelor's degree or higher
• At least 5 years of contract management experience in an international development context
• At least 5 years of experience performing and overseeing multiple types of MEL services
• At least 5 years of experience with administrative responsibilities, stakeholder relationships and delivering on deadlines
• Fluency in written and spoken English
