Local Government Specialist – Municipal Finance & Consulting

About the role

Artheon is seeking an analytical, public‑service‑minded professional to join its Government Operations and Efficiency team. The role blends municipal finance, public policy, and management consulting to help New York State local governments improve financial sustainability and service delivery.

Key responsibilities

• Analyze municipal budgets, audited financial statements, tax levies, fund balances, debt schedules, revenues, expenditures, and staffing costs.
• Develop financial models to evaluate fiscal impacts of municipal reorganizations, shared services, consolidations, and operational improvements.
• Support consulting engagements such as village dissolution studies, town‑village consolidations, service delivery optimization, and strategic planning initiatives.
• Prepare technical reports, executive summaries, presentations, and public‑facing materials that translate complex analyses into clear language for elected officials and community stakeholders.
• Conduct interviews with municipal leaders, department heads, and stakeholders to gather operational and financial information.

Required profile

• Bachelor’s degree in Public Administration, Finance, Accounting, Economics, Business Administration, Public Policy, Planning, Political Science, or a related field.
• Two or more years of professional experience in municipal finance, local government, budgeting, public policy, or consulting.
• Strong analytical, organizational, and problem‑solving abilities with attention to detail.
• Excellent written communication skills for preparing polished reports and presentations for elected officials and the public.

Required skills

• Advanced proficiency in Microsoft Excel, including financial modeling and complex data analysis.
• Experience with GIS or data visualization tools.
• Financial modeling expertise.
