Hospital Chief Operating Officer

About the role

The Division of Behavioral Health and Recovery of the Illinois Department of Human Services is hiring a Hospital Chief Operating Officer (COO) for the Elgin Mental Health Center in Elgin, Illinois. The COO plans, directs and manages the administrators of assigned areas and performs administrative, clinical and programmatic duties. The position is full-time, salaried, Monday to Friday 8:00am to 4:00pm with a 30-minute unpaid lunch, and is fully in the office.

Key responsibilities

• Serve as the Hospital COO and as full-line supervisor
• Act as Hospital CEO in the CEO's absence with full authority over the hospital
• Support and supervise business services processes that monitor and evaluate the quality of fiscal and material conditions, resolve problems and improve physical plant issues for better patient care
• Facilitate the execution of and regularly review Department policy and procedures and guidelines
• Direct investigations and prepare special reports on problems affecting the center's delivery system
• Participate in meetings and serve as chairperson or member of various committees

Required profile

• Knowledge, skill and mental development equivalent to four years of college
• Four years of progressively responsible administrative experience in a social services-related department, organization, facility or hospital in health or human services
• Ability to pass the IDHS background check and a drug screen for drugs prohibited under Illinois law
• Ability to use office equipment, including personal computers, and to travel for job duties
• Applicants must be authorized to work in the United States on a full-time basis; the position is a term appointment of 4 years, renewable at the Director's discretion

Preferred qualifications

• Five years of experience organizing, administering and evaluating services in a multi-disciplinary operation
• Three years of supervisory experience, including assigning work, giving guidance, recommending counseling or discipline under collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off
• Three years of experience developing and interpreting hospital, facility or organizational policies and procedures
• Two years of experience working with Federal and State standards and regulations for residential care and treatment programs
• Two years of experience developing strategic plans and long- and short-term goals for residential treatment programs
