Employee Services and Training Manager

About the role

The Employee Services and Training Manager oversees key human resources functions for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), including benefits, timekeeping, payroll, personnel transactions, employee training and onboarding/offboarding. The position supervises HR staff, ensures accurate and timely service delivery, manages agency-wide training and employee engagement initiatives, and provides confidential reporting and program support to HR management and agency leadership. It also assists with labor relations matters and investigations as needed.

Key responsibilities

• Serve as the agency's Employee Services Manager, overseeing the activities and operations of Benefits, Timekeeping, Transactions and Payroll in the Human Resources Division.
• Serve as a full-line supervisor.
• Serve as Human Resources Training Manager, managing and delivering onboarding, offboarding and agency-wide training, including workforce development, new employee and supervisor training.
• Provide confidential program management planning, execute program plans, provide program reporting and complete other requested or required projects and reports for HR management.
• Assist with labor relations matters and investigations as needed.

Required profile

• Applicants must be currently authorized to work in the United States on a full-time basis; the State does not provide employment visa sponsorship.

What we offer

• Anticipated starting salary of $8,571-$10,350 per month.
• Full-time, salaried position, Monday to Friday 8:00am-4:30pm, with 3 to 5 days per week in the office depending on operational needs.
