District Design Engineer (Transport Engineer Supervisor)

About the role
The District Design Engineer supervises transportation engineering activities across planning, design, construction, operations, maintenance, and bridge inspection for the Tyler District. This senior position ensures compliance with federal and state regulations while coordinating with government officials, contractors, and private entities.
Key responsibilities
- Coordinate design and plan preparation with area engineers.
- Develop, monitor, and manage project budgets.
- Direct and implement storm‑water pollution prevention plans for construction projects.
- Monitor consultant progress, review work quality, and process invoices and supplemental agreements.
- Negotiate fees, scopes of work, schedules, and contract terms.
- Prepare and submit Plans, Specifications, and Estimates (P.S.&E) for assigned projects.
- Perform additional duties as assigned by management.
Required profile
- Bachelor’s degree in engineering or related science accepted by TX PELS.
- Minimum 4 years of transportation engineering experience (full‑time or prorated).
- At least 1 year of supervisory or managerial experience (or equivalent project‑lead experience).
- Valid driver’s license; state vehicle operation required.
- Professional Engineer license (or obtain Texas PE license within six months of hire).
Required skills
- Hydrologic, hydraulic, and geotechnical design principles.
- Highway construction design applications.
- Bridge and transportation structure standards and specifications.
- Preparation, review, and compliance of plans, specifications, and estimates.
- Knowledge of applicable governmental laws, regulations, and industry guidelines.
