Director of Procurement

About the role

The University of Maryland Eastern Shore seeks a strategic leader to direct all procurement activities across the campus. Reporting to the Vice President of Administrative Affairs, the Director will ensure efficient acquisition of goods and services while upholding university policies and compliance requirements.

Key responsibilities

• Lead a comprehensive procurement, inventory, and materials control program, including purchasing, property control, surplus property, receiving, and contract administration.
• Develop, recommend, and enforce policies, procedures, and processes aligned with university mission and federal, state, and local regulations.
• Coordinate bids, award contracts, and manage open‑market purchases; conduct pre‑bids, bid openings, and award conferences.
• Review and administer contracts, service level agreements, and memoranda of understanding.
• Supervise the Purchasing department, ensuring high‑quality service to internal customers.
• Act as liaison with university departments, external agencies, and vendors.
• Oversee the VISA Purchasing Card Program and ensure compliance with all federal and state rules.
• Prepare quarterly and annual departmental reports and Board of Public Works requests.
• Develop strategies to improve procurement quality, efficiency, and integrity.

Required profile

• Bachelor’s degree in a related field.
• At least four years of progressively responsible experience in procurement, supply services, or business.
• Demonstrated leadership, sound judgment, and high integrity.
• Strong attention to detail and ability to motivate teams.

Required skills

• Proficiency with Microsoft Office software.
