Debris Monitor – Field & Waterway Monitoring

About the role

CDR Emergency Management Inc. is hiring Debris Monitors to support disaster‑recovery projects across multiple counties in North Carolina. Monitors will observe and document contractor‑performed debris removal, ensuring compliance with FEMA’s Public Assistance Program and local safety requirements.

Key responsibilities

• Perform field or waterway monitoring, including up to 12‑hour shifts on a boat in varying conditions.
• Observe and record debris removal activities, verifying eligibility, classification, and segregation of debris types.
• Ensure work sites meet Maintenance of Traffic (MOT) and safety standards.
• Certify truck capacities, complete Load Tickets, Daily Reports, Incident Reports, and Damage Reports with accurate GPS coordinates.
• Monitor contractor compliance with Work Zone Traffic Control (WZTC) and FEMA PA policies.
• Document pre‑existing and contractor‑caused damage with photographs and detailed logs.
• Calculate load percentages and enforce proper dumping locations according to FEMA guidelines.

Required profile

• Applicants from any background; local residents of the affected areas are strongly encouraged.
• Comfortable working long hours on a boat and in field environments.
• Strong attention to detail and commitment to safety and regulatory compliance.

Required skills

• Familiarity with FEMA Public Assistance regulations.
• Experience using GPS for site documentation.
• Proficiency in completing Load Ticket and related reporting forms.
