County Liaison Officer – Emergency Management

About the role

The Texas Division of Emergency Management seeks a County Liaison Officer to support emergency management programs in Upshur County. This on‑site position involves coordinating with local governments, responding to incidents, and providing technical assistance during disasters.

Key responsibilities

• Coordinate emergency management programs with local governments, volunteer groups, and state agencies.
• Perform incident management, conduct damage surveys, and prepare disaster summary reports.
• Advise and assist local officials with disaster recovery and financial assistance programs.
• Maintain communications with county, district, and state staff to ensure program compliance.
• Provide liaison support between local officials, TDEM, and federal agencies, and may serve at Joint Field Offices.

Required profile

• Associate’s degree (or equivalent experience) and residency within the assigned county within 90 days of hire.
• Knowledge of emergency management principles, hazard mitigation, and related regulations.
• Ability to travel up to 40% and operate a vehicle with a valid Texas driver’s license.
• Certification requirements within the first year (IS‑100, IS‑200, IS‑700, IS‑800, FEMA courses).

Required skills

• Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint).
• Experience using GPS devices, two‑way radios, satellite phones, and other field communication equipment.
• Ability to operate laptops, plotters, projectors, and cameras in an Emergency Operations Center.
