Certified Payroll Specialist

About the role

Johnson Controls Federal Systems is seeking a Certified Payroll Specialist to support payroll processing for approximately 850 employees in Rockville, MD. The role focuses on prevailing wage, SCA/DBA compliance, and end‑to‑end payroll administration.

Key responsibilities

• Ensure compliance with federal, state, and local payroll laws, prevailing‑wage and certified‑payroll reporting.
• Process weekly/bi‑weekly payroll in ADP, manage timesheets in Deltek Time, and handle tax filings and year‑end statements.
• Prepare Davis‑Bacon and Service Contract Act calculations, maintain accurate records, and submit certified payroll reports to contractors.
• Support new project implementations, process union payments, voluntary deductions, and reconcile payroll general‑ledger accounts.

Required profile

• 5+ years of progressive payroll processing experience, including full payroll cycle ownership.
• Strong knowledge of Department of Labor prevailing‑wage rules and SCA/DBA regulations.
• Detail‑oriented, able to manage multiple tasks in a deadline‑driven environment.
• Customer‑service orientation and high ethical standards for financial data confidentiality.

Required skills

• ADP Workforce Now (highly preferred)
• Deltek Costpoint and/or Dayforce
• Microsoft Office suite
• Knowledge of prevailing‑wage compliance and union payment processing

What we offer

• Salary range $90,000 – $110,000, negotiable based on experience
