About the role
The State of Georgia seeks a strategic leader to oversee its Foreign Labor Certification program and statewide Migrant and Seasonal Farmworker (MSFW) services. This senior position guides policy, grants, and operational initiatives that support agricultural workforce development across the state.
Key responsibilities
- Direct statewide administration of the Foreign Labor Certification Grant and Agricultural Recruitment System.
- Develop strategic goals, policies, procedures, and operational plans for agricultural and labor certification programs.
- Monitor program outcomes, establish performance measures, and drive continuous improvement.
- Ensure compliance with federal and state statutes such as the Wagner‑Peyser Act, WIOA, and Foreign Labor Certification regulations.
- Supervise staff, manage budgets, and lead grant and strategic plan writing.
- Coordinate travel and collaboration with offices in DeKalb, Athens, and multiple South Georgia locations.
Required profile
- Proven leadership experience in workforce development, agricultural services, or related public‑sector programs.
- Strong understanding of federal and state labor certification regulations.
- Experience managing grants, budgets, and multi‑site teams.
- Excellent analytical and communication skills for policy development and stakeholder engagement.
Required skills
- Knowledge of Wagner‑Peyser Act, Workforce Innovation and Opportunity Act (WIOA), and Foreign Labor Certification regulations.
- Grant writing and strategic planning expertise.
- Budget development and financial oversight.
- Program monitoring, audit coordination, and compliance management.
