About the role
The Advisor II, Award Management Advisor provides end‑to‑end award management, compliance, and learning services for CRS’s portfolio of World Bank‑funded programs and contracts. This remote position supports opportunity assessment, award negotiation, project start‑up, implementation, and performance analysis to strengthen CRS’s competitiveness in multilateral development financing.
Key responsibilities
- Advise CRS teams on managing World Bank‑funded grants, government consultancy contracts, and other MDB agreements throughout the award lifecycle.
- Research, interpret, and communicate World Bank regulations, procurement requirements, ESF standards, and donor compliance expectations.
- Support review, negotiation, and administration of award and contract terms, identifying risks and recommending mitigation measures.
- Provide guidance and troubleshooting to project teams on implementation challenges, audits, contractual issues, amendments, and closeout requirements.
- Assist due‑diligence, risk assessments, and internal reviews for World Bank and MDB funding opportunities, contributing award management expertise during capture planning and proposal development.
- Collaborate with Business Development, Finance, Program Quality, and other stakeholders to ensure smooth transition from opportunity pursuit to implementation.
- Advise on start‑up readiness, including staffing, compliance processes, financial management, coordination mechanisms, and risk management.
Required profile
- Demonstrated experience in award management, compliance, or contract administration for multilateral development bank funding.
- Strong knowledge of World Bank regulations, procurement policies, and Environmental and Social Framework requirements.
- Ability to analyze complex contractual terms, identify operational risks, and propose effective mitigation strategies.
- Excellent written and verbal communication skills to advise diverse project teams and stakeholders.
- Experience collaborating across functional areas such as finance, program management, and business development.
