Water System Operator (Levels I‑III) – City of Draper

About the role

Under the supervision of the Water Manager and Water Foreman, the Water System Operator works with a crew to construct, operate and maintain Draper’s water distribution system. The role includes meter reading, system repairs, emergency response and equipment operation.

Key responsibilities

• Read water meters city‑wide using the automated meter reading system.
• Install, clean, operate, maintain and repair water distribution, transmission and supply infrastructure.
• Respond to customer service requests, turn water on/off, and handle emergency calls 24/7.
• Maintain and repair fire hydrants, pressure reducing valves and booster pump stations.
• Operate and maintain small and heavy equipment such as backhoes, loaders, excavators, generators and compaction tools.

Required profile

• High school diploma or GED; valid Utah driver’s license.
• Progressively related experience in construction, plumbing or water system operations (Level I – any experience; Level II – 2 years; Level III – 4 years).
• Required certifications within 12 months of hire: Utah Class A CDL, appropriate Water Distribution class (I, II or IV), Flagger certification; additional certifications for higher levels (OSHA 10, Heavy‑Equipment Training, Cross‑Connection Administrator, etc.).

Required skills

• Operation of automated meter reading equipment.
• Small‑equipment operation (saws, compactor, generators).
• Heavy‑equipment operation (backhoe, loader, excavator).
• Class A Commercial Driver’s License.
• Water Distribution certifications (Class I, II, IV).
• Flagger and traffic‑control certification.
• Heavy‑Equipment training and OSHA 10‑hour safety certification.
