Senior Program Manager (TS/SCI)

About the role

The Decision Advantage (DA) Business Area at Leidos is hiring a TS/SCI cleared Senior Program Manager in Alexandria, VA. The role leads the delivery of mission optimization capabilities for a classified customer, using agile software development to extend and tailor a mature commercial-off-the-shelf (COTS) product. The manager owns day-to-day program execution and serves as the main interface to the customer's program office.

Key responsibilities

• Own program execution: cost, schedule, technical baseline, risk, quality and customer satisfaction.
• Lead agile software delivery of an existing COTS product, including release planning, backlog prioritization, sprint cadence, increment reviews and definition of done.
• Manage the financial baseline: EAC/ETC, monthly reviews, variance analysis, funding and staffing plans, and Annual Operating Plan commitments.
• Work with the customer's program office and mission users to turn needs into prioritized requirements.
• Balance COTS baseline integrity with mission-specific customization, and coordinate engineering, security, contracts, finance and the COTS product organization.
• Own risk and opportunity management, and identify follow-on opportunities for capture and proposal work.
• Ensure compliance with security requirements, classification guidance and contractual obligations, and travel as required.

Required profile

• Bachelor's degree in Engineering, Computer Science, Business or a related field with 12+ years of experience, or a Master's with 10+ years (four extra years of related experience may count in lieu of a degree).
• U.S. citizen with an active Top Secret/SCI clearance, willing to obtain and maintain a TS/SCI/Poly and program access.
• Proven success managing software development programs with full cost, schedule and technical accountability.
• Hands-on experience leading agile teams (Scrum, SAFe, Kanban or similar) and managing subcontractors and vendors.
• Experience in classified environments and in interviewing, hiring and developing multi-disciplinary teams.

Preferred qualifications

• COTS or commercial software delivery experience in a government or mission environment.
• PMP, PgMP, CSM, SAFe Program Consultant or equivalent certification.
• DevSecOps, CI/CD, cloud or hybrid deployment, SAP support, and working knowledge of FFP, CPFF and T&M contracts.

Pay range: $154,050 - $278,475.
