Senior Manager, Regulatory Affairs – Energy Markets & Transmission

About the role

Rowan Digital Infrastructure seeks a Senior Manager to lead regulatory affairs for energy markets and transmission. The role serves as the primary expert on PJM and wholesale electricity policy, guiding strategy for data center development, energy supply, and transmission access.

Key responsibilities

• Lead engagement with PJM, FERC, NERC, MISO, SPP and state utility commissions.
• Track, influence and draft comments on regulatory proposals, filings and market rules.
• Translate complex regulatory developments into actionable business strategies for senior leadership.
• Collaborate with Energy, Origination, Site Development, Engineering, Legal and Commercial teams to assess risks and opportunities.
• Support regulatory strategy across additional organized markets such as MISO and SPP.

Required profile

• Bachelor’s degree in a related field with 7+ years experience in wholesale electricity markets, utility regulation or energy policy.
• Proven experience working directly with PJM proposals, stakeholder processes and committee structures.
• Strong understanding of electric market design, transmission planning, interconnection, reliability and cost allocation.
• Ability to analyze technical and regulatory material and present clear commercial impacts.
• Willingness to travel up to 40% for meetings, proceedings and industry events.

Required skills

• Expertise in PJM market rules and stakeholder engagement.
• Experience drafting regulatory comments and filings for PJM, FERC, RTO/ISO and state commissions.
• Knowledge of FERC and NERC proceedings affecting large loads and transmission.
• Strong written and verbal communication for memos, briefings and presentations.
