Senior Manager, Land Use & Permitting

About the role

Rowan Digital Infrastructure is seeking a Senior Manager to lead land use, zoning, and entitlement activities for its data center portfolio. The role involves coordinating permitting strategies, ensuring compliance with local, state, and federal requirements, and supporting project delivery schedules.

Key responsibilities

• Lead local permitting and entitlement efforts for multiple data center projects, including annexations, rezoning, use permits, variances, and subdivisions.
• Act as primary liaison between Rowan and city/county authorities, tracking permitting requirements and managing risks.
• Develop and maintain permitting matrices for each site and provide subject‑matter expertise in internal and external reporting.
• Coach project leads on AHJ engagement, entitlements, and permitting processes.

Required profile

• Bachelor’s degree in planning, environmental studies, real estate or related field; Master’s preferred.
• 7+ years leading large‑scale, complex site development projects with a focus on land use permitting.
• Proven ability to communicate with senior leaders and manage cross‑functional teams.

Required skills

• Experience analyzing local regulations and leading AHJ permitting efforts.
• Proficiency with online regulatory reporting platforms and GIS databases.
• Ability to develop permitting matrices and entitlement strategies.
