Senior Financial Analyst - BPR, JTMS

About the role

CACI is seeking a self-motivated Senior Financial Analyst with federal financial experience to join its Business Process Reengineering (BPR) team for the Joint Transportation Management System (JTMS), a Department of Defense initiative. The role is remote, requires a Secret clearance to start, and involves up to 10% local travel. The analyst provides financial expertise for the development of enterprise-level logistics system capabilities, processes and workflows.

Key responsibilities

• Reengineer transportation and financial business processes to support JTMS, which integrates end-to-end transportation with auditable financial operations.
• Work with stakeholders to validate As-Is processes, identify capability gaps and align with JTMS goals of auditability, transparency and optimized resource allocation.
• Support systems engineering activities such as process modeling, requirements decomposition and end-to-end process flows.
• Analyze financial and systems processes for automation, improvement and greater efficiency and auditability, and advise teams on potential regulatory conflicts under FMR.
• Research FMR and related federal regulations (FMFIA, FFMIA, FFMSR, BEA, OMB Circular A-123 Appendix D, TFM, USSGL, SFIS, SLOA, DFAS policies) and advise on To-Be regulatory conflicts.
• Use Model-Based Systems Engineering (MBSE) to capture business rules, decision logic and process flows.
• Translate requirements into Agile SAFe user stories, acceptance criteria and test scenarios, and work with policy, audit readiness and data governance teams on traceability and internal controls.
• Resolve process overlaps and handoffs, and take part in user experience reviews, testing, training and change management.

Required profile

• Bachelor's degree in Finance, Accounting, Business Administration or a related field, with 5+ years of experience.
• 3-5 years of in-depth federal or DoD financial management experience using DoD accounting and/or business feeder systems.
• Vast experience with DoD financial Transportation Account Codes and G-Invoicing.
• Excellent analytical and problem-solving abilities and ability to work in a diverse team.
• Secret clearance required to start.

Required skills

• Deep knowledge of FMR and research of FMR-cited federal regulations.
• Model-Based Systems Engineering (MBSE).
• Agile SAFe user story creation.
