Senior Analyst – Employee and Labor Relations

About the role

The Senior Analyst in Employee and Labor Relations provides complex HR advice and services across multiple departments and bargaining units for the County of Marin. The role supports managers and supervisors in interpreting policies, handling labor negotiations, and managing employee performance and disciplinary matters.

Key responsibilities

• Interpret and apply personnel policies, regulations, and collective bargaining agreements for designated departments.
• Advise on employee performance management, progressive discipline, due‑process, and reasonable accommodation.
• Support meet‑and‑confer processes, successor bargaining, and respond to union information requests.
• Research, evaluate, and resolve claims, grievances, and complaints.
• Conduct training and educational sessions for staff and managers on HR policies and procedures.

Required profile

• At least two years of professional HR experience in a large, varied organization, advising managers on complex HR issues.
• Significant college coursework or a bachelor’s degree in HR, business, industrial relations, law, public administration, psychology, sociology, or related field; public‑sector experience is desirable.
