Program Manager, Payroll and Human Resources

About the role

The Department of Computer Science at the University of Maryland seeks a dedicated Program Manager to lead its payroll and human‑resources operations. This position serves as the primary subject‑matter expert for faculty, staff, and graduate assistants, overseeing all day‑to‑day payroll and HR activities.

Key responsibilities

• Manage a bi‑weekly payroll for over 500 employees, ensuring accuracy and compliance with university policies, federal and state regulations.
• Administer end‑to‑end appointment, onboarding, and off‑boarding processes for faculty, staff, and graduate assistants.
• Analyze payroll and HR data to identify trends, resolve issues, and improve operational efficiency.
• Develop departmental procedures, resources, and documentation aligned with university policy.
• Serve as the main liaison with central HR, Payroll, Benefits, the Graduate School, and other partner units.
• Escalate complex employee‑relations matters when necessary.

Required profile

• Demonstrated ability to exercise independent judgment and decision‑making in payroll and HR administration.
• Experience managing payroll for a large academic or comparable organization.
• Strong knowledge of federal and state employment laws and university policies.
• Excellent analytical skills and attention to data integrity.
• Effective communication and liaison skills with multiple university departments.
