Program Manager - Paving (Construction Oversight)

About the role

Atwell, a consulting, engineering and construction firm serving real estate and land development and energy clients, is seeking a Program Manager - Paving to oversee pavement maintenance and improvement projects. The role covers planning, assessment and execution, including road inventory data, maintenance strategy and construction oversight.

Key responsibilities

• Coordinate road condition inspections and documentation using the PAVER inventory system, and analyze pavement conditions to recommend repair budgets
• Develop 5-year community summary reports and provide pavement condition reports, geolocated photo maps and regular updates
• Keep road data organized in Google Drive for client and team communication
• Develop scopes of work based on Pavement Condition Index (PCI) ratings and budget, prepare bid packages, qualify contractors and lead contract negotiations
• Act as Owner's representative, overseeing construction, pre-construction meetings, site visits and close-out inspections, and conducting bi-weekly management meetings
• Maintain project documentation and before-and-after photo maps

Required profile

• Experience in pavement management, construction oversight or civil engineering
• Familiarity with PAVER inventory systems and pavement condition assessments
• Understanding of bid preparation, contractor qualification and construction management
• Excellent communication and project coordination skills
