Program Manager – Military Construction Projects

About the role

North Wind Design seeks an experienced Program Manager to lead Military Construction (MILCON) programs from planning through closeout. The role involves strategic oversight, client liaison, and ensuring projects meet safety, schedule, budget, and regulatory requirements.

Key responsibilities

• Lead and manage MILCON programs throughout the project life cycle.
• Develop and implement program plans, schedules, budgets, and risk mitigation strategies.
• Coordinate multidisciplinary teams including architects, engineers, and contractors.
• Monitor performance, ensure compliance with federal regulations, DoD criteria, and contract requirements.
• Prepare executive‑level reports, support business development, and mentor project staff.

Required profile

• Bachelor’s degree in Engineering, Architecture, Construction Management or related field.
• At least 10 years of progressive program/project management experience, including 5 years with MILCON or federal facility programs.
• Proven ability to manage multiple large‑budget projects and engage with federal agencies such as DoD, USACE, NAVFAC, or AFCEC.
• Ability to obtain required security clearance and travel up to 50%.

Required skills

• Proficiency with Microsoft Office Suite.
• Experience using project management software applications.
• Strong knowledge of MILCON processes, federal acquisition regulations, and contract administration.
