Program Director, Labor Relations

About the role

The University of Maryland, College Park seeks a senior Labor Relations professional to lead the partnership between management and multiple bargaining units. Reporting to the Director of UHR Workforce Relations, the role focuses on proactive communication, conflict resolution, and support for collective bargaining processes.

Key responsibilities

• Maintain and improve working relationships with the Fraternal Order of Police and AFSCME unions through regular communication and collaboration.
• Manage collective bargaining agreements, provide guidance during negotiations at both local and system‑wide levels, and address crisis situations under tight deadlines.
• Develop and deliver training on memoranda of understanding, federal and state labor laws, and university policies.
• Supervise professional staff and coordinate with the University System of Maryland HR office.

Required profile

• Bachelor’s degree from an accredited institution.
• At least 10 years of labor relations or collective bargaining experience.
• Minimum 5 years of experience supervising professional staff.
• Strong knowledge of HR policies, employment law, and labor‑management principles.

Required skills

• Proficiency with Microsoft Office products.
• Effective mediation and conflict‑resolution techniques.
• Ability to interpret and apply complex policies, regulations, and labor agreements.
