Procurement Specialist – Government Contracting Advisor

About the role

The Procurement Specialist supports Maryland APEX’s mission by helping businesses navigate federal, state, and local government contracting. You will provide one‑on‑one counseling, market research, and regulatory guidance to prepare clients for successful bids and proposals.

Key responsibilities

• Deliver personalized counseling (in‑person, virtual, phone, or email) to assess client readiness and guide them through government contracting processes.
• Conduct market research, competitive analysis, and identify procurement opportunities across federal, state, and local agencies.
• Interpret and explain contracting regulations such as FAR, DFARS, SBA rules, and Maryland state/local requirements.
• Assist clients with bid preparation, SAM.gov registration, government certifications, and electronic procurement system navigation.
• Meet performance goals related to counseling hours, new client acquisition, and Department of Defense metrics.
• Present seminars, workshops, and matchmaking events to educate businesses on contracting procedures.

Required profile

• Bachelor’s degree in business; Master’s degree preferred.
• 5‑10 years of experience supporting small‑business programs, especially with established businesses.
• Professional procurement certification (e.g., NCMA, NGIP) preferred.
• Bilingual candidates are a plus.
• Strong interpersonal and communication skills.
• Ability to work independently in a performance‑based environment.

Required skills

• Proficiency with database software.
• Experience using SAM.gov and other government procurement systems.
• Knowledge of government procurement regulations (FAR, DFARS, SBA, Maryland state rules).
