National Consultant to Support SDG Localization Coordination and Review in Namibia

About the role

The United Nations Department of Economic and Social Affairs (UN DESA) is seeking a National Consultant to support the implementation of the project “Strengthening local and national government capacities for SDG localization in Africa” in Namibia. This remote, home‑based consultancy will focus on enabling Namibian local authorities to conduct Voluntary Local Reviews (VLRs) and strengthening the National Planning Commission’s coordination role.

Key responsibilities

• Provide technical assistance to Namibian local governments for the design, execution and reporting of VLRs.
• Support the National Planning Commission in its function as the national coordinating agency for SDG implementation and reporting.
• Facilitate alignment of local and national development frameworks (Vision 2030, NDP6) with the 2030 Agenda.
• Contribute to the preparation of Namibia’s 2027 Voluntary National Review by integrating VLR outcomes.
• Deliver deliverables within an expected duration of 50 working days, with possible extension.

Required profile

• Proven experience in SDG localization, voluntary local reviews, or related government capacity‑building initiatives.
• Familiarity with Namibia’s development policies (Vision 2030, NDP6) and regional frameworks (AU Agenda 2063, SADC).
• Strong analytical and report‑writing skills, with ability to work independently in a remote setting.
• Excellent communication and stakeholder‑engagement abilities.
