About the role
The United Nations Department of Economic and Social Affairs (DESA) is seeking a National Consultant to support the implementation of infrastructure asset management activities in Zambia. The role is home‑based and will last for 11 months, reporting to the Senior Economic Affairs Officer in the International Tax and Development Cooperation Branch.
Key responsibilities
- Coordinate with Zambian government officials, stakeholders and FSDO staff to deliver the Phase 2 project on localising the SDGs through resilient infrastructure.
- Provide technical assistance to institutionalise Infrastructure Asset Management (IAM) practices and strengthen policy frameworks.
- Develop and integrate Asset Management Action Plans (AMAPs) into local development plans.
- Design and deliver training programmes for public officials on IAM.
- Contribute to the new edition of the United Nations Handbook on Infrastructure Asset Management, including case studies and tools.
- Facilitate regional peer learning and South‑South cooperation.
Required profile
- National (Zambian) consultant with proven experience in infrastructure asset management or related fields.
- Strong understanding of sustainable development goals and resilient infrastructure concepts.
- Experience working with government agencies, international organisations, and multi‑stakeholder environments.
- Ability to produce technical documents, training materials and policy recommendations.
