Human Resources Specialist – District 58

About the role

The Human Resources Specialist for District 58 serves as the lead professional for all HR functions within the Louisiana Department of Transportation and Development. Reporting to the Region 1 HR Manager, the specialist ensures compliance with state civil service regulations and DOTD policies while supporting district managers and staff.

Key responsibilities

• Lead HR liaison between District 58 and headquarters, overseeing regional HR programs.
• Interpret Civil Service rules and DOTD policies to provide strategic guidance to district leadership.
• Execute and audit complex personnel actions within the LaGov HCM system.
• Perform bi‑weekly payroll audits to resolve coding errors and guarantee accurate employee compensation.
• Direct the workflow of HR Analysts, offering coaching and professional oversight.

Required profile

• Six years of human‑resources experience, or equivalent education/experience combinations as outlined.
• Demonstrated expertise in HR subject‑matter, sound judgment, and effective communication.
• SHRM‑CP, SHRM‑SCP, PHR or SPHR certification may substitute for one year of required experience.

Required skills

• Proficiency with the LaGov HCM (HRIS) platform.
• Payroll auditing and error‑resolution capabilities.
• Ability to interpret civil service regulations and organizational policies.
