HRSA Compliance and 340B Program Manager

About the role

Prism Health, a program of CAP Northwest, is hiring a full-time HRSA Compliance and 340B Program Manager in Portland, Oregon. It is a hybrid role combining oversight of HRSA Bureau of Primary Health Care (BPHC) compliance with day-to-day management of the 340B Drug Pricing Program. The position protects federal funding, FQHC look-alike status and 340B savings for LGBTQ and underserved populations. Training and support are provided to help candidates earn their 340B ACE certification.

Key responsibilities

• Help develop, implement and maintain the HRSA Compliance Plan aligned with the BPHC Compliance Manual.
• Monitor compliance with Health Center Program Requirements (42 CFR Part 51c, HRSA policy notices, grant terms).
• Support the liaison relationship with HRSA/BPHC regional offices and compliance monitors.
• Chair the Prism Health Quality Committee and give quarterly quality reports to the Board of Directors.
• Maintain 340B policies and procedures with internal teams and outside counsel or auditors.
• Build systems that limit program liability, audit for risk and prevent duplicate discounts and diversion.
• Review 340B policies regularly and suggest improvements.

Required profile

• Bachelor's degree in healthcare administration, public health, business administration or a related field.
• 3-5 years of professional experience in a healthcare setting.
• Experience preparing formal reports and compliance correspondence.
• Ability to turn complex regulatory requirements into operational steps.
• 340B ACE certification, or ability to obtain it within six months of hire.

What we offer

• Starting pay of $75,000-$85,000 depending on experience; day shift, 8:30am-5:00pm.
• Hybrid schedule: 3 days in the office, 2 days from home, Monday to Friday.
