HR Operations Manager

About the role

Steer Health is seeking an HR Operations Manager to own day‑to‑day people operations and ensure a smooth, compliant, and engaging workplace. Based in Dallas, you will be the primary point of contact for employees on onboarding, benefits, and HR compliance while partnering closely with leadership as the company scales.

Key responsibilities

• Manage the full employee lifecycle: offer letters, background checks, onboarding, transfers, and off‑boarding.
• Administer payroll, benefits, and leave programs, handling open enrollment and employee inquiries.
• Maintain HRIS data and employee records with accuracy, confidentiality, and audit‑ready discipline.
• Ensure compliance with federal, Texas, and local employment laws; update handbook, policies, and required trainings (HIPAA, security awareness).
• Support recruiting operations: job postings, interview scheduling, candidate communications, and offer processing.
• Run performance review cycles and equip managers with leadership tools.
• Handle employee relations matters with discretion and sound judgment.
• Lead engagement, culture, and recognition programs for the Dallas office.
• Manage HR vendors and continuously improve tooling.
• Build and maintain people reporting on headcount, hiring pipeline, retention, and key metrics.

Required profile

• 5+ years of progressive HR experience with hands‑on ownership of HR operations or generalist duties.
• Background in a startup or high‑growth environment; healthcare or SaaS experience is a strong plus.
• Working knowledge of federal and Texas employment law and HR compliance requirements.
• Impeccable discretion handling confidential information.
• Strong organizational skills and ability to juggle competing priorities.

Required skills

• Experience with HRIS and payroll platforms such as Rippling, Gusto, ADP, or BambooHR.
