Federal Construction Bidding & Contracts Engineer

About the role

MID Construction Group is looking for an experienced Federal Construction Bidding & Contracts Manager to handle U.S. federal construction bidding operations, from finding opportunities and reviewing solicitations to preparing compliant bids and coordinating contract awards. The role is remote and offshore, full-time, Monday to Friday with U.S. business-hour overlap, and pays $7 per hour.

Key responsibilities

• Identify and evaluate federal construction opportunities through SAM.gov and agency portals.
• Review RFPs, RFQs, IFBs, drawings, specifications and contract requirements.
• Prepare bid proposals, compliance matrices, cost estimates and submission documents.
• Coordinate with estimators, U.S. subcontractors and suppliers on pricing and qualifications.
• Understand FAR requirements, bid/performance/payment bonds and surety requirements.
• Review Davis-Bacon prevailing wages, labor classifications and certified payroll requirements.
• Manage bid/no-bid decisions, amendments, deadlines, submissions and award follow-ups.
• Maintain federal bid records, opportunity trackers and compliance documentation.

Required profile

• Direct experience with U.S. federal construction bids and submissions.
• Previous experience with a U.S. General Contractor or construction bidding team.
• Working knowledge of SAM.gov, FAR, federal solicitations and compliance requirements.
• Practical understanding of construction estimating, bonding, subcontractor procurement and prevailing wages.
• Strong proposal writing, coordination and document management skills.
• Excellent written English and ability to work with U.S.-based teams.
• Preferred: USACE, NAVFAC, GSA, VA or other federal agency projects, design-build, renovation, civil works or commercial construction, and federal contract award and bonding coordination experience.

Candidates with only commercial estimating, generic tendering or administrative documentation experience will not qualify without demonstrable U.S. federal construction bidding experience. Working hours require time-tracking software, full desktop screen sharing and a camera on during scheduled Google Meet sessions.
