Director of Business Development – Utah

About the role

Rainmaker is seeking a senior leader to grow its business with state government customers in Utah. You will identify and develop opportunities for precipitation enhancement and water resource programs, ranging from state appropriations and grant programs to agency contracts and pilot projects.

Key responsibilities

• Own a revenue target tied to state‑funded programs and manage a pipeline of opportunities including appropriations, grants, contracts, and pilots.
• Identify emerging state funding pathways, develop multi‑year capture plans, and convert them into qualified opportunities.
• Cultivate relationships with legislators, agency leaders, regulatory staff, water districts, and industry associations.
• Drive engagement in Utah legislative sessions and budget cycles, preparing testimony and briefings for decision‑making bodies.
• Coordinate public‑private partnerships that pair state programs with private‑sector partners and funding.
• Partner with internal teams to scope programs, develop proposals, and ensure compliance with state regulations.

Required profile

• Proven business development instincts combined with fluency in legislative, budget, and procurement processes.
• Experience working with state agencies, publicly funded entities, and building long‑term policy environments.
