Contract Specialist - Federal Acquisition

About the role

CACI is hiring a Contract Specialist to join a team supporting the Department of Transportation (DOT) and the Federal Transit Administration (FTA). The role manages cradle-to-grave procurement actions that support public transportation programs nationwide, applying acquisition expertise in a collaborative environment.

Key responsibilities

• Support the full federal acquisition lifecycle, from acquisition planning and pre-award support through award and administration
• Provide oversight, guidance and acquisition expertise to stakeholders on simplified acquisitions, small and large dollar procurements and various contract types (Labor Hour, FFP, FP EPA, cost type, etc.)
• Analyze pre-award data, identify missing information, coordinate with points of contact and report findings to the Government
• Create, edit and coordinate acquisition requirements and contract administration documents, enter contractual actions into the FTA's contract writing system (ESC PRISM), and ensure compliance with DOT and FTA documentation standards
• Assist with call orders, task orders, contract performance monitoring, invoice tracking and contractual modifications, and perform post-award analysis and data verification
• Maintain knowledge management records in an accessible online environment and contribute recommendations, including unsolicited ones

Required profile

• Bachelor's degree (BA or BS) or higher
• More than 8 years of experience in federal acquisition lifecycle management
• Federal Acquisition Certification (FAC) Level III training or equivalent
• Knowledge of IDIQ contracts, Blanket Purchase Agreements (BPAs) and orders (task, delivery, call and purchase)
• Experience with FAR-based acquisition approaches under time-sensitive requirements

Required skills

• MS Office (Word, Excel, PowerPoint, Access, Outlook) and MS Project
• Desired: previous financial management experience with the DOT or FTA, specifically ESC; PowerBI dashboards; Cost Type contracts
