Construction Manager – Government QA & Contract Administration

About the role

This position is for a Construction Manager responsible for implementing the government Quality Assurance (QA) Program, overseeing active construction activities, and managing contracts for NAVFAC projects.

Key responsibilities

• Implement and manage the government Quality Assurance (QA) Program, conduct QA/QC coordination meetings, and review quality control plans.
• Prepare daily QA reports, review contractor quality control reports, submittals, shop drawings, and samples.
• Perform biddability, constructability, operability, and environmental reviews of construction documents and enter comments into the online comment database.
• Administer contracts to ensure timely, cost‑effective delivery, evaluate project variables for modifications, and negotiate time extensions.
• Prepare cost estimates for modifications, track contractor progress schedules, and provide status reports via eCMS or eContracts.
• Obtain and maintain qualification as a Contracting Officer’s Representative (COR) and execute COR responsibilities as assigned.

Required profile

• At least one year of specialized experience equivalent to the GS‑11 grade level in the Federal service or comparable private/public sector experience.
• Demonstrated ability to implement government QA programs, oversee construction, administer contracts, evaluate modification needs, and track contractor schedules.
