Technical Advisor II – MEAL in Emergencies

About the role

The Technical Advisor II, MEAL in Emergencies will provide expert technical advice, guidance and support to CRS regional and country teams on monitoring, evaluation, accountability and learning (MEAL) for humanitarian response. Working remotely, the advisor will help design, implement and improve MEAL systems that ensure high‑quality, accountable programming for vulnerable populations.

Key responsibilities

• Develop and implement agency‑wide strategies, standards, tools and best practices for humanitarian response, integrating gender, protection and disaster risk reduction.
• Deploy rapidly to support emergency funding proposals, design MEAL systems, define indicators, create data collection tools and conduct real‑time evaluations.
• Provide remote and on‑site technical support to regional and country teams for MEAL system design, digital data collection, reporting and data use.
• Assist in proposal development, ensuring donor requirements and technical standards are embedded in CRS approaches.
• Strengthen capacity of staff and partners through training, workshops, mentoring and curriculum development.
• Analyze program data, document lessons learned, support reviews and prepare internal and external reports.
• Maintain relationships with donors, peer organizations and research institutions, and represent CRS in humanitarian forums.

Required profile

• Proven experience in humanitarian response and MEAL implementation.
• Strong ability to provide technical advice and support to multi‑country teams.
• Experience designing monitoring systems, indicators and data collection approaches.
• Capacity‑building experience with staff and partner organizations.
• Excellent analytical and knowledge‑management skills.
