Technical Advisor II – MEAL Surge Support

About the role

The Technical Advisor II provides expert technical assistance in Monitoring, Evaluation, Accountability and Learning (MEAL) to regional and country teams. This remote position supports development projects, emergency humanitarian responses, and global award initiatives, ensuring high‑quality programming for vulnerable populations.

Key responsibilities

• Deliver MEAL technical assistance remotely and in‑country, including budget development, system design, data‑collection tool creation, data analysis, learning agendas, and evaluations.
• Support business development by contributing MEAL expertise to proposals, integrating donor and CRS MEAL requirements, and shaping project designs.
• Assist humanitarian responses through rapid deployment, establishment of MEAL systems, tool design, real‑time evaluations, after‑action reviews, and proposal inputs.
• Provide sector‑specific MEAL support (e.g., social cohesion, WASH, youth) by developing indicators, learning agendas, and data visualizations.
• Contribute to the design and interim implementation of global award MEAL components.
• Customize digital data‑collection forms and develop visualization approaches to enhance data use and reporting.
• Help design and implement MEAL strategies, standards, tools, and best practices that engage partners, donors, and governments.
• Participate in capacity‑strengthening initiatives for staff and partners in MEAL.

Required profile

• Proven experience providing MEAL technical assistance to development and humanitarian projects.
• Ability to work remotely while supporting in‑country teams and emergency deployments.
• Experience in business development, proposal development, and integrating MEAL requirements.
• Familiarity with sector‑specific MEAL needs such as WASH, social cohesion, and youth programming.
• Competence in designing digital data‑collection tools and data‑visualization solutions.
• Strong capacity‑building skills for staff and partner organizations.
