Social Services Program Consultant 3 – Strategic Planning & Policy Specialist

About the role

The Georgia Department of Human Services is seeking a Social Services Program Consultant 3 to lead strategic planning and policy initiatives for the Division of Aging Services. Reporting to the DAS Policy Section Manager, you will guide the development, implementation, and monitoring of statewide aging programs and ensure alignment with the agency’s mission.

Key responsibilities

• Lead design and implementation of the State Plan on Aging under the Older Americans Act.
• Conduct multi‑year needs assessments and author state plan documents.
• Coordinate the Interagency Functional Framework (IFF) review every ten years.
• Manage contracts related to the state plan and IFF hearings.
• Monitor plan goals, document performance, and report results to division leadership.
• Oversee quality‑improvement efforts and ensure alignment with Program Integrity, Business Operations, and programmatic teams.
• Travel statewide, including occasional overnight trips, to support business unit needs.

Required profile

• Experience in strategic planning, policy development, and public‑sector program management.
• Knowledge of aging services, the Older Americans Act, and state‑plan processes.
• Strong analytical, written, and verbal communication abilities.
• Ability to work collaboratively across multiple functional areas.
• Willingness to travel throughout Georgia as required.
