Senior Director, Pennsylvania Transportation Operations Leader

About the role

Parsons is seeking a senior leader to direct transportation operations across Pennsylvania, overseeing road, highway and bridge projects. The role combines technical expertise, business development and team leadership to shape the region’s infrastructure future.

Key responsibilities

• Lead the execution of transportation projects, ensuring delivery on time, within budget and to high quality standards.
• Drive business growth by expanding Parsons’ presence with PennDOT, SEPTA and other local agencies.
• Build strong cross‑functional relationships with clients, stakeholders and internal teams to enable seamless project delivery.
• Mentor and develop a high‑performing team of engineers and project managers, fostering innovation and professional growth.
• Manage P&L responsibilities, meeting or exceeding sales, operating profit, margin and DSO targets.
• Balance business development and project delivery, actively participating in proposals, client presentations and on‑site execution.
• Champion creative solutions to complex infrastructure challenges, reinforcing Parsons as a trusted regional partner.

Required profile

• 4‑year degree in Civil Engineering or a related technical/business field.
• 20+ years of experience managing diverse infrastructure projects, with a proven record on large‑scale PennDOT projects.
• Professional Engineer (PE) license in Pennsylvania.
• Strong leadership experience, including mentoring teams and fostering collaboration.
• Background in roadway/highway, bridge or traffic design.
• Demonstrated ability to build and maintain strong client relationships.
