Program Manager – Strategic Integration (Financial)

About the role

Heartland Consulting is seeking a Program Manager to lead strategic integration for the Office of the Chief Financial Officer (OCFO) within the Department of the Interior’s Indian Affairs. The role provides real‑time visibility of work, risk, and cross‑division dependencies across six OCFO divisions supporting the Bureau of Indian Affairs, the Bureau of Indian Education and the Bureau of Trust Funds Administration.

Key responsibilities

• Establish and maintain a consolidated program tracker covering milestones, tasks, suspense dates, blockers, risks and inter‑division dependencies.
• Provide OCFO leadership with real-time dashboards of workflows, priorities and emerging issues.
• Run the cross‑division operating cadence, including planning sessions, working groups and action meetings, ensuring agendas, owners and follow‑through.
• Coordinate policy updates, audits, modernization initiatives, AI‑readiness work and special projects to keep messages and timelines consistent.
• Identify bottlenecks, conduct root‑cause analysis, log issues and drive resolution or escalation with recommended actions.
• Produce executive communication packages, including daily micro‑updates and periodic reports for senior leadership.

Required profile

• Proven experience managing complex, multi‑division programs in a federal or large‑scale government environment.
• Strong understanding of financial stewardship, reporting and grant management processes.
• Ability to synthesize fragmented activities into a coordinated operating rhythm.
