Program Director, Workforce Development

About the role

The Workforce Program Director leads a multi‑million‑dollar portfolio of corporate‑funded, Department of Labor, and Department of Justice projects within FHI 360’s Institute for Work & Learning. Reporting to the Learning & Workforce Development Portfolio Director, the role provides strategic direction, oversees program operations, and ensures compliance with policies and regulations.

Key responsibilities

• Provide strategic leadership and technical direction for existing and new workforce development projects, ensuring quality, compliance, and timely deliverables.
• Manage financial health, budgets, staffing, scopes of work, and overall operational success of the portfolio.
• Identify workforce trends, promote innovation, and support business development to expand the portfolio.
• Supervise a team of 10‑15 staff, fostering a culture of learning, accountability, and performance.

Required profile

• Master’s degree in a related field (e.g., Economic Development, Public Policy, Education).
• 15+ years of relevant experience, including at least 8 years of senior leadership or supervisory experience.
• Proven experience securing and managing U.S. workforce development projects.
• Experience in NGOs or intermediary roles and business development is preferred.

Required skills

• Project Management Professional (PMP) certification (preferred).
• Proficiency with Microsoft 365 applications, SharePoint, Teams, and project management tools.
• Strong strategic planning, analytical, and decision‑making abilities.
