National Compliance Officer – USG Programs

About the role
The National Compliance Officer will provide technical guidance and support to IOM Country Offices implementing United States Government‑funded programmes, ensuring proper interpretation and application of donor requirements.
Key responsibilities
- Provide technical guidance to IOM Country Offices on interpretation and application of USG donor requirements, including risk assessments, reporting of aid diversion, Leahy vetting and flow‑down of award terms.
- Develop and disseminate guidance materials and standard operating procedures for USG‑funded programmes, and serve as the focal point for reporting on aid diversion and misconduct.
- Monitor compliance‑related reporting, maintain trackers, prepare status updates and coordinate with legal, finance and programme teams to ensure adherence to award terms.
- Review funding opportunities, analyse complex compliance issues, and advise on new award terms in collaboration with the Legal Department.
Required profile
- Master’s degree in Law, Social Sciences, Political Science, International Development, Management or related field with at least two years relevant experience, or a Bachelor’s degree with four years relevant experience.
- Experience working with a UN agency, NGO or contractor on USG‑funded humanitarian or development projects, preferably in a project management or compliance role.
- Field experience in humanitarian or development programmes outside the United States is an advantage; a legal background is also advantageous.
Required skills
- Strong understanding of USG foreign assistance contracting systems and tools.
- Familiarity with compliance issues arising under USG awards.
- Legal drafting and training skills.
