HR Operations Lead – Emergency Management

About the role

The Texas Division of Emergency Management (TDEM) seeks an experienced HR Operations Lead to oversee daily HR functions, ensure compliance, and support the agency’s emergency response mission. This senior‑level position operates from the Austin headquarters and reports to the Chief Human Resources Officer.

Key responsibilities

• Design, coordinate, and manage HR operations including talent management, benefits, leave programs, and compliance projects.
• Advise management on classification, pay structures, job descriptions, and interview processes as a subject‑matter expert.
• Conduct audits of HR processes to verify adherence to policies and regulations.
• Collaborate with leadership on succession planning, recruitment, and retention strategies.
• Supervise staff, set goals, develop guidelines, and monitor timelines to achieve HR project deliverables.

Required profile

• Advanced experience in human resources administration, preferably within a government or emergency‑management environment.
• Proven ability to work independently, exercise sound judgment, and manage multiple priorities.
• Strong knowledge of HR policies, regulations, and best practices.
• Excellent communication and advisory skills for interacting with senior leaders.
