Engineering Project Management and Controls Manager

About the role

The Project Controls and Management Department Manager leads the engineering project controls function at the Office of Engineering, located at Ronald Reagan Washington National Airport. This senior position ensures that capital projects meet budget, schedule, reporting and compliance requirements while supporting senior leadership in program definition and implementation.

Key responsibilities

• Oversee staff and consultants in analyzing and improving project controls, scheduling, costing, estimating, reporting and asset management for capital projects.
• Develop and maintain cost‑schedule control systems and policies that serve as decision‑making tools.
• Monitor project schedules, negotiate change orders and prepare change estimates.
• Manage information management and electronic document control systems.
• Prepare reports on project progress, cash flows and financial forecasts.
• Serve as Contracting Officer’s Technical Representative (COTR) and ensure proper capitalization of fixed assets.

Required profile

• At least nine years of progressive experience in construction project scheduling and estimating, with three years supervising a team.
• Comprehensive knowledge of finance, engineering, architecture and commercial‑industrial construction project management.
• Ability to conduct complex data analyses, bid analysis and to communicate findings effectively.
• Valid state driver’s license and ability to operate vehicle landside and airside with an AOA permit.
