Design Project Manager (Civil Engineer)

About the role

The Design Project Manager (Civil Engineer) leads multi‑disciplinary civil engineering projects for landside and airside improvements at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). Reporting to the Office of Engineering, you will act as the principal technical advisor for Capital Construction Program (CCP) and Capital Operating and Maintenance Investment Program (COMIP) projects.

Key responsibilities

• Serve as principal staff technical advisor for CCP and COMIP projects, coordinating with FAA, WMATA, NPS and other agencies.
• Manage capital improvement projects, overseeing contractors and consultants for schedule, budget and compliance.
• Develop and review plans, specifications, cost estimates and contract requirements per MWAA design standards.
• Integrate safety requirements with the Airports Authority Safety Program and ensure code compliance.
• Conduct site visits, monitor construction progress, inspect field conditions and evaluate quality control.
• Provide technical expertise for legal matters and act as the contracting officer’s technical representative (COTR).

Required profile

• Six years of progressive civil engineering experience, with a focus on design and construction management.
• Master’s degree may substitute for two years of experience.
• Strong knowledge of civil engineering principles for grading, drainage, stormwater, erosion control, soil mechanics, utilities and pavements.
• Familiarity with FAA, DEQ, EPA and OSHA regulations and ability to ensure compliance.
• Ability to work independently, meet schedules and communicate technical issues clearly.
